Officials say 26-year-old Kelvin Ortega was driving a Chevrolet sedan headed north on at a high speed on Boudreaux Road.

For reasons being investigated, police say Ortega disregarded a stop sign at the intersection of La 429 and hit the opposing side of a canal.
