EAST BATON ROUGE — A 23-year-old deputy has been fired amid an investigation into drugs he was allegedly smuggling into the East Baton Rouge Parish Prison. The allegations include a deputy, who officials said is “an experienced narcotics trafficker,” taking the drugs inside the prison by use of his uniform as well as wearing multiple underwear to conceal and transport the drugs.
Jevon Winfrey was arrested and charged with conspiracy for distribution/possession with intent to distribute schedule I (marijuana).
The investigation started on July 14, 2025 when EBRSO’s Gang Intelligence Agents were tipped off by a confidential informant (CI) alerting deputies to drug & contraband distribution inside the parish prison.
The EBRSO Gang Intelligence Unit was the latest drop on UWK’s podcast Louisiana Unfiltered.
The CI specifically told officials that deputies were bringing in “narcotics, tobacco, phones, etc,” and that’s how inmates were allegedly getting a hold of the contraband, according to the arrest warrant.
The CI “advised that WINFREY would obtain “A Pack” from a third party, get paid by that individual and bring it inside of the prison while on shift,” read the warrant. “This could happen multiple times a week, most times fetching upwards of $5,000.00 each time the “Pack” was delivered.”
Deputies say they were provided with text messages between the CI and Winfrey. “When asked how the items are getting inside, the CI stated that everyone is in on it and the Supervisors at the EBRPP are also involved. When asked what kind of items could be brought in, the CI stated “name it and they can it get in, anything from Fentanyl, Mojo Papers, tobacco, cellular phones, anything you want. But these items come with a heavy price and people are willing to pay”,” said the warrant.
About a week later, the CI gave deputies more information on how the “packs” were brought into the parish prison “by multiple EBRPP deputies.” The warrant claims “Winfrey would place the pack in a disposable glove, wrap it in cellophane rap and place the “Pack” in a zippered pocket of the EBRSO uniform. The CI stated that EBRPP Deputies would also wear multiple pairs of underwear and transport the “Pack” in that manner as well.”
Then on July 29th, undercover narcotics agents set up a buy through Winfrey, at which time they say they were able to confirm Winfrey was allegedly the one trading drugs in exchange for money.
Winfrey started with EBRSO in Dec. 2021 as a corrections officer. He has since been terminated. UWK did ask if additional arrests may be pending. That’s under investigation.
