Former St. Francisville officer charged in woman’s 2022 death released on bond

ST. FRANCISVILLE — Richard Parsons, a former police officer, has been arrested and charged in the death of a woman found dead in a motel in 2022.

Parsons, who now lives in Addis and used to work for the St. Francisville Police Dept. in 2022, turned himself into the West Feliciana Parish Sheriff’s Office around 1 p.m. on April 13th. It comes after a warrant was issued for his arrest for negligent homicide.

Renee Hinze-Horton was found dead in a St. Francisville motel in March 2022. West Feliciana Sheriff’s deputies say in 2022, Hinze-Horton’s death was ruled an accidental drowning after an autopsy. However, after learning last year that the woman may have had some medicines in her system that were not prescribed, the investigation was reopened.

That’s when the West Feliciana Sheriff’s Office took their findings to the district attorney’s office requesting the case go before a grand jury since it involved a police officer. Due to scheduling however, that did not happen immediately.

Last week, District Attorney Sam D’Aquilla filed a bill of information charging Parsons with negligent homicide. It’s why Parsons turned himself in earlier today. His bond was set at $150,000. He has since bonded out.

Parson was arrested in 2022 for malfeasance in office in the case after officials say he admitted to driving the victim around in his police car while he was on duty.
