ST. FRANCISVILLE — A West Feliciana Parish Grand Jury indicted a former police officer in the death of a woman found in a motel in 2022.
A Grand Jury returned a true bill on Sept. 15 on manslaughter for Richard Parsons Jr., a former police officer. In March 2022, Renee Hinze-Horton was found dead in a St. Francisville motel.
West Feliciana Sheriff’s deputies say that in 2022, Hinze-Horton’s death was ruled an accidental drowning after an autopsy. However, after learning last year that the woman may have had some medicines in her system that were not prescribed, the investigation was reopened.
Parsons, who worked for the St. Francisville Police Department at that time, was arrested in 2022 for malfeasance in office in the case after officials say he admitted to driving the victim around in his police car while he was on duty.
In April, District Attorney Sam D’Aquilla filed a bill of information charging Parsons with negligent homicide. It’s why Parsons turned himself in to police on April 13.
Parsons’ bond was set at $150,000, and he was released on bond.
In a separate incident, Parsons was arrested on charges of domestic abuse and false imprisonment in 2024. He was an off-duty Slaughter police officer at that time.
