In a damning letter addressed to the FBI in New Orleans, several current BRPD officers are requesting the feds to investigate the top cop himself, Chief Murphy Paul.
The letter points to six specific concerns the officers have.
One of them reads, “Senior leadership identified as Chief of Police Murphy Paul has been routinely accused both publicly and internally by subordinates within the Baton Rouge Police of providing a disparity in discipline. The disparity is alleged to be motivated primarily on the grounds of lenient discipline for Officers of color and harsh discipline for Officers of non-color.”
Much of the letter is written around accusations against BRPD Officer Richmond Barrow Jr. It’s been the subject of an Unfiltered with Kiran investigation.

Barrow has been on administrative leave since June 7, 2022 with BRPD saying it’s because of “an administrative investigation.” However, Unfiltered with Kiran learned through reliable sources that Barrow is accused of selling confidential police intel to suspects in drug investigations in exchange for thousands of dollars.
After Unfiltered with Kiran’s article on Barrow, BRPD put out a news release later the same day addressing three specific internal affairs investigations. The news release focused more on BRPD’s efforts at finding officers leaking information to the media than investigating their own officers accused of wrongdoing.
Over the last year, Unfiltered with Kiran has highlighted numerous BRPD cases in an investigative series titled “Disparate Discipline.” The accusation is BRPD’s internal affairs division has become a “weapon” of sorts for Chief Paul’s personal, vindictive use.

Numerous current & former BRPD officers have confidentially told Unfiltered with Kiran their careers were cut short due to the morale & current BRPD administration.

There’s also the “blatant bias” that certain officers can do no wrong & are shielded from investigations, regardless the accusations.

It’s why several current BRPD officers came together with a letter addressed to the FBI requesting an investigation into not only Chief Paul, but into Deputy Chief Myron Daniels as well.
I have been emailing you and messaging you via FB about the fact that my car was hit virtually head on last year by a man with a familiar last name (P 4 letters) while making a left turn. Very bad accident. The driver was not given a ticket. I was not allowed to give a statement at the scene. The officer refused to talk to me and or give me the name and insurance information about the other driver. He did not interview any witnesses.
EBRPD have refused to give me an unredacted copy of the body cam footage without a subpoena. The accident report was entirely incorrect date, time, vehicle, location. I had to repeatedly call to get the report. Four changes to the report and the last officer was not on the scene and worked in a different district!
They did everything in their power to exculpate the other driver and designate fault. They tried to accuse me of running the red light until they discovered this light signal has cameras. No one at the department will talk to me. Something very foul is going on over at Ebrpd.
