Grand jury indicts Kaivon Washington for 2020 first degree rape of 12-yr-old

LIVINGSTON — A Livingston Parish Grand Jury indicted Kaivon Washington on Tuesday for first-degree rape. It comes after Washington, 18, turned himself in on Jan. 27th for the 2020 alleged rape of a 12-year-old.

His bond remains at $250,000.

Washington is under investigation for the alleged sexual assault of a then 12-year-old girl. That girl told Unfiltered with Kiran exclusively that she’s speaking out about the incident hoping to help other possible victims come forward.

UWK is told Washington is also the suspect in another alleged rape. That incident allegedly happened in Livingston Parish in 2021.

UWK reached out to Washington through his father. So far, the family has not released a statement or decided to speak about the recent case.

Survivor speaks

A Livingston Parish teen who says she was raped by Washington when she was 12-years-old spoke with Unfiltered with Kiran about the assault. The alleged incident happened in 2020.

She says that she was at a pool party when she met Washington, a then student at Walker High School. She says that her friend wanted to sneak a boy into an apartment. She says she helped her friend by covering up her mom’s ring camera with a towel.

That’s when she says Washington allegedly forced his way into the apartment as well.

“After me saying no about four or five times, he pushed me,” the victim recalls through tears. “He pulled my towel off, and he pushed me onto the bed and he raped me for almost an hour. When he finished raping me he got up and told me to ‘go check myself’ and he left.”

“I just felt like she was never going to get justice”

The pre-teen did what is often typical for rape victims. She was afraid and didn’t tell anyone about what happened. 

She says it took her nearly a year before she got the courage to tell her mom. 

“One day I wrote it all down in a notebook, and I left it open on my bed. I went to school and while I was at school, I texted my mom. I told her to go read the notebook that was in my room.”

The girl’s mom, who UWK is also not identifying to protect the victim, says that after she read the letter, she took her daughter to Our Lady of the Lake Children’s Hospital who called the Walker Police Dept. to report the crime. 

A report was filed with Walker PD on March 10, 2021 against Washington as the suspect in a first degree rape. But the victim’s mom says she felt Walker police ignored her daughter’s case.

“I feel like after the police was told, they just kind of swept it away and never kept up with it,” the victim’s mom said. “I just felt like she was never going to get justice.”

The teen says she hopes that by her speaking up, she is encouraging other rape victims to share their story. 

“If you’ve been raped or sexually assaulted by Kaivon Washington, I want you to know that you’re not alone. I know it’s hard, but if you speak up, hopefully, hopefully he will get put in jail forever, and we will get justice. Not only for Madison Brooks, but for all of us that he has done this to.”

The East Baton Rouge Sheriff’s Office charged Washington and three others in connection with the death of Brooks. 

Washington and a 17-year-old were both charged with third-degree rape. 

Casen Carver, 18, and Everett Lee, 27, have been booked and charged with principle to third degree rape.

Deputies say that Brooks was seen at Reggie’s bar in Tigerland hours before she was killed. Deputies say Brooks and the 17 year old were seen hugging and dancing inside the bar. Three hours later, Brooks can be seen falling near the entrance of the bar, the affidavit states.

Carver says that he noticed Brooks was drunk, and that she was unable to find her friends. He told deputies that he did not want to leave her alone, and he offered her a ride home.

Inside the vehicle with Carver were the 17 year old suspect, Washington and Washington’s uncle. Carver told deputies that Brooks sat in the back of the vehicle with the 17 year old and Washington.

Carver said that he “drove a short distance to a nearby street …and parked,” the affidavit says. The report goes on to say that Brooks and the 17 year old had sex in the back seat of the car. Washington and another passenger got out of the car at this time.

Carver told deputies, according to the affidavit, that after the sex, the 17 year old exited the vehicle and Washington re-entered the vehicle. That’s when Carver says that Washington then had sex with Brooks. Carver said Brooks consented to sex with both men, but admitted that she was too impaired to give proper consent, the affidavit states.

Brooks was eventually dropped off in a subdivision, the affidavit states.

Brooks died after being hit by a vehicle on Burbank Drive at Pelican Lakes Parkway on January 15th. The East Baton Rouge Sheriff’s Office said Brooks was hit around 3 a.m. The driver who hit Brooks remained on scene and was not found at fault and was not impaired.

Brooks was taken to the hospital where she was placed on vent, but the family did end up pulling her off life support. Brooks donated her organs.

  1. Thank you for following up with the Walker police. I’ve had questions about his rape in Walker but no other news outlet is asking the questions. It seems like the Walker police didn’t do their job to thoroughly investigate.
