LIVINGSTON PARISH — Two Livingston Parish Sheriff’s deputies have been disciplined after a video surfaced of deputies making an arrest on a suspect with the help of a K9.
LPSO did not specify what the two deputies allegedly did wrong but said in a statement, “Two deputies were disciplined accordingly. One was terminated & one was demoted – for violations of policy and procedure of this office.” They did not specify what policies or procedures were violated and LPSO did not name the two involved deputies.
The incident unfolded after midnight on August 27, 2025 in the area of Hwy. 16 & Lockhart Rd. Deputies originally responded to a medical call but then additional 911 calls reported a suspected intoxicated man was running and was in the parking lot of Locals Bar & Kitchen.
LPSO says deputies attempted communicating with the man, who has been identified as 31-year-old Carlos Jose Leon Hernandez, an illegal. That’s when officials say Hernandez become combative.
The video shows a trained K9 on the suspect’s left arm while an LPSO deputy has the suspect’s right arm behind his back with Hernandez lying on the ground on his stomach. One deputy repeatedly ordered Hernandez to put his hands behind his back, a minimum of at least 10 times. The video also shows the deputy hitting Hernandez, who did not comply with the multiple demands.
LPSO says a deputy was injured & our K9 was deployed. The video posted to social media is now at the center of a criminal investigation into the deputies’ actions.
“I am aware of video circulating of this incident. I appreciate the concerned citizens in the area that night who continue to cooperate with us on this case. We are reviewing our actions, and those of our K9, that night to assure we are providing the service I demand & you deserve,” LPSO Sheriff Jason Ard said in a release.
Meanwhile, Hernandez was arrested and booked into the Livingston Parish Detention Center. He’s charged with, resisting an officer, resisting an officer with force or violence, two counts of battery on a police officer and disturbing the peace public intoxication. He also has an ICE detainer.
