BATON ROUGE — Louisiana Bureau of Investigation (LBI) agents arrested a Mississippi couple for allegedly defrauding Louisiana’s Medicaid program of more than $162,000.
The LBI received a criminal referral from the Louisiana Department of Health about allegations that 51-year-old Vincent and 35-year-old Elina DeLeon, of Carriere, Mississippi, hid their out-of-state residence, marriage, and household income in order to unlawfully receive Louisiana Medicaid benefits.
LBI agents say both of the DeLeons are Medicaid recipients, and presented this false information between March 2023 and June 2025. Agents say the couple had moved to Mississippi in 2021, yet continued to collect benefits meant for Louisiana residents.
“As we’ve seen in the last few years, whether you’re in Louisiana, Mississippi, or Florida, and you defraud the hardworking taxpayers of Louisiana, we will find you and prosecute you,” said Attorney General Liz Murrill. “The days of abusing the system are over.”
Agents arrested Vincent and Elina DeLeon on August 4, and they were both booked at the East Baton Rouge Parish Prison.
Vincent and Elina DeLeon are both charged with one count of government benefits fraud each.
