NY convicted sex offender arrested along parade route selling candy

Morgan City Police officers stopped a vendor during a Mardi Gras parade on Monday, Feb. 20 and asked if he had proper permits to be selling novelty items and candy.

At first, officials say the man gave them a false name, but was eventually identified as Thomas E. Devaul. Police said he did not have a permit, which is required to sell along any Mardi Gras parade route.

When officers ran his name, Devaul came back to be a convicted sex offender out of the State of New York. Louisiana law prohibits him to distribute anything to children during holidays or events such as Mardi Gras.

Officers contacted the St. Mary Parish Sheriff’s Office Sex Offender Division because Devaul told officers that he was now living on Cotton Rd. in Patterson, LA.

Investigators did verify the information that Devaul was a tier 3 sex offender out of New York. Devaul failed to register with the St. Mary Parish Sheriff’s Office as required by law when he moved to Patterson.

He also is not allowed to sell or distribute candy or gifts on Halloween or any other public holiday such as Mardi Gras.

Devaul was arrested and transported to the Morgan City Jail.

He’s charged with: distributing candy or gifts on Halloween and other public holidays by “sex offenders” prohibited, failure to register as a sex offender, soliciting without a permit, resisting an officer by false information and unlawful presence of a sex offender.
