CLINTON — Bonds have not been set for four of the five arrested in connection to the Mardi Gras parade shooting in East Feliciana Parish. One of the five arrested is a 16-year-old, who is now being charged as an adult. The fifth person is being held without bond at this time.
Officials arrested Kameron Barfield, 21, of Baker, from his home on Feb. 3rd. D’Treylin White, 18, of Jackson, La., turned himself into EFSO on Feb. 3rd. Phillip Williams, 24, of Zachary, was arrested on Feb. 2nd. Noah Basquine, 19, of Ethel, and Malik Liggins, 16, of Ethel, were arrested following the shooting on Saturday.
Barfield, Basquine, Williams, White and Liggins are charged with six counts of attempted second-degree murder, principal to obstruction of justice, and reckless discharge of a firearm at a parade or demonstration.
Bonds have now been set for Barfield, Basquine, White and Liggins at $1.8 million each. Williams remains in East Baton Rouge’s Parish Prison, where he is being held without bond in an unrelated domestic violence case. He has not been transported to East Feliciana Parish yet to begin facing charges for the Mardi Gras shooting.
EPSO officials believe two rival gangs are responsible for the shooting. “We believe the shooting was the result of disagreement between two rival gangs: The 448’s and ABM’s. The ABM’s are from Centreville, Mississippi and the 448’s are from the Pride Port Hudson corridor, the Chaneyville area,” said Bill Cox, East Feliciana Sheriff’s Office’s Chief Criminal Deputy.
Liggins was originally charged as a juvenile due to his age, which protected his name and mugshot from being released and he would have faced any penalties under the Children’s Code, not for adults criminal code. District Attorney Sam D’aquilla requested that Liggins be charged as an adult and East Feliciana’s Judge Sydney Walker granted the request.
“It’s just very serious events and we’re going to charge everyone with the fullest extent. We have to send a strong message out that this type of behavior is not going to be tolerated,” East Feliciana District Attorney Sam D’Aquilla said.
The latest arrest, Phillip Williams, is also known as “Choppa,” and is allegedly a member of the 448 Gang, per officials. He has a lengthy arrest record, per court records. Most recently, in October 2025, Williams pleaded guilty to criminal mischief—a downgrade from an original charge of armed robbery—along with another guilty plea for theft. He was sentenced to serve six months for each charge, which ran consecutively with credit for time already served.
Williams was still on probation for a previous arrest in 2025 that prohibited him from possessing any weapons. His probation date was set to expire in September 2027, per court records.
Another person, Jascent Scott, 26, of Baker, was arrested at the parade, but UWK is told they were not involved in Saturday’s events. He is charged with illegal carrying of a weapon and two counts of resisting an officer. His bond was set at $15,000 and he has since bonded out.
