
A candidate running for the District 4 seat on the Zachary city council appears to be living at an address that is outside of the District 4 limits.
Mindy Slaughter is registered to vote at a residence located at 9264 Highland Oaks Ave., which is within District 4. Reports filed for the election and campaign finance disclosures also include the Highland Oaks Ave. address.

However, the Zachary branch of the EBR Tax Assessor confirmed the Highland Oaks address is considered “vacant” by their office and they have since revoked the previously issued homestead exemption for the current tax year of 2022.
That exemption is for Thomas Slaughter, who sources say is Mindy’s husband. Multiple sources say Slaughter now lives outside of District 4.
Generally, this type of situation happens when someone complains about a homestead exemption being issued and that complaint is investigated by the Assessor. Observations of the property and speaking with neighbors are some examples the office uses to make its decision.
Unfiltered with Kiran reached out to Mindy Slaughter for a response. We left two messages on a voicemail that identified as “Mindy,” and those messages were clear that we were investigating the allegations. She has yet to respond.
Early voting has begun for the Zachary City Council election. Election day is Nov. 8.
